Side Stem Wall Crack: Sign of Stem Wall Rust

If you can see a crack from the outside that is a sign con oxidation and probably most of the rebar is already affected.

Bottom Stem Wall Crack: Sign of Stem Wall Rust

If there is a bottom crack as the one shown in the picture. That means that the concrete of the stem wall changed its PH going from an alkaline state to an acid state causing the rebar to deteriorate.
